The Waterloo Center for the Arts developed the Phelps Youth Pavilion to provide educational opportunities for youth to develop skills and explore art education, aesthetic awareness, art history, and cultural diversity through visual and experiential activities. In addition to encouraging art education, the Youth Pavilion also provides mentoring, a safe place to gather, structured and non-structured activities during no-school hours, and community service opportunities for all youth. It is a proud member of the Association of Children’s Museum’s Reciprocal Membership Program.
