The Community Foundation of Northeast Iowa is offering a special scholarship opportunity for students attending a post-secondary college, university, or trade school in the fall. The Harbaugh-Williams Scholarship is a $13,000 scholarship paid in 2 annual installments of $6,500 in 2020 and in the fall of 2021. Applicants must be graduates of the Waterloo Community School District who demonstrate financial need and who demonstrate the desire and ability to achieve success in college. Preference for African American males. Students who are already in college and who meet the criteria are also eligible to apply. The deadline to apply is 11:59 p.m. on July 23, 2020.  

The application requires the following:

  • Basic information about who you are (name, address, etc.) 
  • A summary of your extra-curricular experiences (activities, volunteering, jobs, etc.) 
  • A recent academic transcript 
  • A brief essay that addresses your educational goals
  • A letter of recommendation. (For more information about this, see the FAQ section.)


While not required, you are strongly encouraged to submit a copy of your Student Aid  Report, which is what you receive after submitting a Free Application for Federal Student Aid (FAFSA).


  1. Complete an account in the Foundation’s Scholarship Site.
  2. Click “Apply” at the top of the page and then find the Harbaugh-Williams Scholarship; click the blue “Apply” button to begin working on it.
  3. The deadline to submit is 11:59 p.m. on July 23, 2020.
